I think this would probably work but I wanted to check with more experience people before going ahead. I'm going to start building my stand this week but since my tank is two-thirds filled already to check for leaks, can I do the (fishless) cycle now, empty the tank once my stand is done to move it and then refill? I assume most of the bacteria will reside in the filter (going to pick up an Eheim 2217) and transfer to the new tank. I'm eager to get the tank started but don't want to take any unreasonable shortcuts.

Yes, that'll work. But after the move add one more ammonia dose to be sure. Sometimes draining completely and refilling a newly cycled tank can cause brief spikes IME.
Thanks, yeah I was planning on testing to make sure everything was ok after refilling, that was my next question.
