I have constructed a 2 piece diy background made made with waterfall foam and rocks.

I plan to drain about 60 percent of the tank, dry the upper portion really well, secure the background pieces to the back of the tank with waterfall foam. My plan is to put the foam on the upper portion of the back of the background pieces, secure them to the back glass with large alligator clips and let it dry then add the water back in.

Question is-- how long do I need to let it dry before refilling the tank?

It should be dry now! Most cans have the drying time printed on them. It can vary from under an hour for some latex types to overnight or 24 hours for the older types. If I have applied the foam really thick, I will double or triple the drying time. If possible, I'd just turn the tank on its back to attach the background. Gravity is more dependable than clips.
