could i make a tang tank out of a 37 colum (20" L x 18" W x 24" H)? If so what could I put in it?

im not even sure rainbows could fit in a tank thats 20" long.
id do more of a shellie+tetra or danio thing.

maybe the bigger shellies like
telmatochromis, lepidiolamprologus sps. callipterus(if you can find them), calliurus, or a big group of multies.

i think cyps would do fine but also think multifasciatus

you can build a vertical wall

I had in a tank very similar

a 4 ctenichromis horei
a proven pair of l. mustax
and some multifasciatus

in a very cleverly designed architecture....

The Ctenichromis and mustax battled quite a bit but it seemed to work out and all 3 species were producing a decent amount of offspring

(amazing what you can do in a dorm room)

Paracyp's would be better suited than Cyp's, particularly if you had tall, flat rocks (like slate or shale) with a few caves higher up.
