How long has the fish been in the tank? What are the dimensions of the tank? What is your stock list?

If the fish is low in the pecking order with more dominant fish, it is not surprising that that fish grows slower, is thinner, and more stressed out. Not much you can do except remove the more dominant fish, or put the skinny one in a different tank.
