A 20 gallon high is definately too small to keep a goby with them. A 29 gallon might work, and I think some have had success, but I've also seen gobies effective preying on Shellie fry.
In the past I've kept smaller tetras, small rainbows, feeder or endlers guppies, white clouds and the like with shellies.
