I would suggest you getting yourself an RO filter. You can find a decent on on ebay for a liitle over $100.00. this will be the easiet way to keep the PH down. Trying to do it chemically with such a high PH is almost impossible, plus it is very unhealthy for your fish to be seeing such PH swings.
