Protomelas sp. "insignis small" are the only hap I'm aware of that has the name insignis. They are quite a bit different than Protomelas sp. "Spilonotus Tanzania" which are much more colourful and can easily reach a foot in length.

It's possible the "insignis" you're seeing in conjunction with the spilonotus name, is just a case of mislabeling.
