Lighting depends on the type of plants you're going to have. With low light plants like java moss and java fern a basic light should work fine, especially if you have some sunlight that indirectly gets to the tank. For more difficult plants 2-3 watts per gallon is the general rule. You may also need Co2 in the tank and more than likely will need ferts, excel and excel flourish. Again, that all depends on the plants you want.
