Have been cycling my new 125g tank for nearly 3 weeks now. Everything has been going great until today. I came home from work to find this oily white film on the water surface. If you mess with it, it clumps and makes alot of floaties in the water. I tried to use a net to get some out and also tried to do a small water change to suck some of it out.
I am using a fluval fx5 for filtration.
What is the problem here, have not had this issue with other tanks i've had???

^^sounds right, not enough surface agitation.

If it persists you might want to consider getting a surface (not protein) skimmer. They cost around $10 and can be hooked up to canister and HOB filters.

It's protein buildup. As suggested, you could use a surface skimmer. I use the cheapest HOB I can find to agitate the surface of the water.

Thanks for your thoughts guys. Adjusted the outflow jets toward the surface and around those areas the water has cleared. So maybe I will just add a HOB filter to move some of that upper water around to go along with the Fx5, not like extra filtration is gonna hurt anything!
