Does the fish really look that blue in person, or more white? A male would have a shiny blue tint. Fins and eggspots don't seem that much like a male, so far. If adult, may be female.

Aside from the blue iridescens and the numerous egg spots (IME, females rarely show that many) the fish also has a concave abdomen. This is consistent with a male fish. Even very hungry females are flat or bulging in the belly. Dorsal looks to have been nipped, and the fish looks quite young, I'm leaning toward male.
