they are about 2-2 1/2 inches and I didn't see her lay eggs but seen them mating for about 3-4 minutes tonight. Do they mate even though she isn't holding any eggs or is it something she's only willing to do if she is holding? sorry but I'm new to breeding.

Could be a territory dispute instead of mating.

nope, this is mating for sure. I've seen both and this was not any kind of fight.
