Are you sure all your bulbs are T12? T8 bulbs fit in the same fixtures as T12, but require an electronic ballast. T12 can run with a magnetic or electronic ballast. I have never tried to use T8 bulbs in a T12 fixture with magnetic ballast, but maybe that would explain your problems?
If all are T12 I am at a loss :-?
As an aside, I am using T8 6500K bulbs on all my tanks and absolutely love the look, but of course that's all personal preference.
