Probably no more than two. There are several species options that would work. Did you have anything in mind?

A few to consider would be Calvus or Comps, small Julies (like Ornatus or Transcriptus), Caudopunks, or Telmat. Vittatus. Tank is too small for cyps, but paracyps might be ok (not sure, never had them).

Was thinking punks or julis then some open water something doesn't have to be tangs prob danios or tetra

You may not need the danios or tetras for open water. My punks are all over the tank, very much filling the open water. And I have them in with 6 Julies. Great combo :thumb:

Punks are great little fish. Active, plenty of character. I think you will see plenty of interaction between your meleagris and punks. The other thing I like about punks is that you can sex them. Small rockpile at either side 2 pairs of punks and you shellies sound great.
