For a filter, 1/4 hP sounds quite large but there are many things that might change what is needed. Some things that you need to know before choosing are:
Head- how high does the pump need to push water from the pump to where it goes out?
Volume-- How much water do you want to move per hour or minute?
Pipes/tubes--Does it need to push through lots of pipe and lot of bends? Less pipe/fewer bends, the water flows better.
Noise-- How much noise from the pump is too much?
Electricity--Larger pumps use more.

If this is not something you do often, it can be hard to design. Are filters available to buy? I have never put a filter together and find I can buy better filters than I can build. They cost less, too.
Good luck!!
