That is a bit weird. Ruby reds are not particularly aggressive (like the Eureka Reds are). And usually they will be most aggressive toward those males who look like them. (One reason I'm unable to keep a ruby red and a eureka red in my male tank. Too similar.)

It's possible you have a weirdly aggressive peacock. Do you have enough hiding places? You could rearrange the rocks to break things up and hope that works to reduce aggression. You could place the ruby red in "time out" in another tank and then reintroduce him when other fish feel more established . . . Just some thoughts. You could add a blue one that is bigger than he is and the watch carefully in order to intervene if it looks like a murder is about to occur . . .
