If your talking about something like aluminum foil then high gloss white paint is far better at reflecting light. If you meant something like reflective mylar thats even better then the paint.
When I applied the paint to the inside of my hood I first used 2 coats of sealer primer ( Kilz ) and then 2 coats of an exterior high gloss white. Read the directions carefully for applying the second coat of gloss.
