No not at all.

First tank is not cycled until nitrate is zero for several days.

When did you add fish?

If nitrite is zero and fish have been in for a month, you could take some of the media from the established tank to jump start the 2nd tank.

no fish in either yet
just wandered if nitrite rich water from tank 1 would speed up creation of nitrlte using bacteria in tank 2

I see what you are thinking, but it is not something that I have ever seen suggested by the experts so I assume it would not make a difference. I thought you said nitrite was low?

Do you mean nitrAte and not nitrIte?

Doesn't really matter as adding used water to a new set up doesn't really help with cycling the new tank.

no i do men nitrite
i know there is no bacteria in the water but thought adding water with nitrite in it would encourage the formation of nitrite eating bacteria
added an aquarium solutions 1400 canister filter yesterday with old ceramics added and the amonnia levels dropped like a brick (its the same as a sun sun )
so more amonnia in today
