With swim bladder problems usually what you notice is that the fish can't seem to swim where it wants to without great difficultly. It may sit on the bottom and struggle to swim off the bottom as if it were carrying a heavy weight--or it may hang at the top and struggle to swim to the bottom: as soon as the fish stops trying it either floats to the top or sinks to the bottom. Not sure if what you're seeing in your fish is a swim bladder problem or not.

Can you give us some more information? How long has the fish been like this? Is the fish still eating? Is it breathing fast? How long have you had this particular fish? What size tank and how many and what species of fish are in it? How does the fish look in general? Any white or gray fuzzy growths anywhere on it's body?
