I was planning on putting a sump in, which would take care of oxygen getting into the water (from the water coming down from the overflow box into the sump) but at the moment I'm holding off until I learn how to work with acrylic.

I have an UGJ system and a Fluval 305, a couple of small java ferns and one large Vallisneria, and as of yesterday two small (1") Africans.. one is a Bumblebee and the other is an albino something or other...

Do I need an air stone, or some way to get oxygen into the water?

No, you don't need an air stone to oxygenate water. Good circulation is all you need. I like to raise the outflows so they'er near the surface and direct them to get some surface ripple. With the UGJ system, you should do fine moving water from the lower part of the tank to the surface where it can take on oxygen.

Awesome, thanks! I have a little bit of surface agitation from the outflow of my 305, and the UGJ really do a good job of circulating water.
