Hello,
I went away for a week on vacation and just set up an autofeeder and timer on the lights. It got so hot in my upstairs room when I was gone that my tank temperature increased from 24 Celsius to over 34 Celsius. Also the bi weekly tank change was missed as I was traveling. A total of 3 weeks uncleaned.

Of the two in the tank one if perfectly fine the other is swimming upside down plummeting, swirling, and more or less just laying belly up on the bottom moving every once and a while. Also its bottom fins are very deteriorated.

The tank is now clean and should be back to regular temperature within the next few hours.

Is he going to make it? Diagnosis?

What type of fish is he? I am not sure he has much of a chance, but it does sound like you are doing the right things.

IMO i think the water not being changed is not the problem i change mine once a month but the temp went really high i think that could be the problem especially if there used to 24 degrees and it went up to 34 that is a big rise
