I have bio balls that are a bit too large to fit in my hob's. If I float them in their bags in my tanks will they still collect bacteria?

If they have water continually flowing through them, etc from the hob, then yes. If not then they're basically the same as any decor you have in the tank; they'll collect some beneficial bacteria but not enough to be an effective bio filter.
