I treated my tank with API General Cure this morning. One of my filters has carbon in the filter cartridges so I turned that filter completely off. On my other filter I removed the carbon and left the foam insert and bio balls. Is this right?
Also I've read when I'm completely done with treatment and I do my water change I should replace all the filters? At the same time? Is this correct?

Question #1- Yes, this is correct
Question #2,3 & 4- I have never changed anything in the filters after treating with General Cure. You can add carbon back if you use it, which I do not.

Don't leave the filter off...remove the carbon.
