My albino oscar in the last week has developed a bump on his chin and I'm not sure if it's an illness or from rubbing up against the glass or bumping into things. He is behaving normally and does eat still. I have another oscar and other fish in the tank and none show signs of similiar bumps. Any help would be greatly appreciated.

I believe your Oscar is suffering from a condition known as LYMPHOCYSTIS.
This is a fairly common occurrence in freshwater fish. It's not a very harmful condition and is rarely fatal. Unfortunately however, it also isn't really a treatable condition. And, though unsightly and disfiguring, the wart-like cysts that accompany this, will usually subside over time and almost completely disappear.
More info here,
I believe this problem is probably stress-related. More water changes and feeding with a varied diet of high quality, pelleted (and raw) food sources, should see your Oscar cleaned up successfully. :)
