Is there A guide anywhere to help you estimate the age of peacocks based on size? For example many of the fish I bought this weekend are approximately 4 inches long and the others are around one inch.

I don't remember ever seeing a guide. I would guess that there might be too many things affect the growth to build a guide. Feeding amounts and types, tank size and crowding, and genetics will all play into the adult size.

Growth is affected by many things, water quality, food, dominance, water flow, etc..... There is no reasonable average growth size for cichlids... a 4" peacock could be 9 months, or 5 years.
