Venustus- blue lips - female or male

Hi, just a quick question:
Are blue lips always related to male or female also could have them blue??

Just to add - this fish is around 4in long and lives in all male 125g tank. Tankmates are bigger, some of them around 7-8in.

From what i can tell, it looks like male to me. vents are ---> 00 female would be oO

Based on colour, it is a sub-dominant male. I've found they will colour at 3" if they are dominant in the tank, otherwise they take a bit longer if they are sub-dominant.
