Placing an Ad Problem is Back Again

I am not able to place an ad on the site. I have tried cleaning my cache, and different browsers to no avail. I had this problem once in the past and when I reported it, something was done to fix it. Please advise. Thank you for your help.

What happens when you try? Do you get an error message?
