Hoping someone with shell dwellers will respond

Can someone with shell dwellers tell me why only two of my shellies (was 3) have shells in a 75 gallon tank with over 40 shells (I lost count)? Those two keep the rest out of the shell area. I have 8 shellies!

The ones interested in the shells are interested in spawning.

Shellies are all over the tank IME.
