I bought used Aquarium it had wet rock in the tank
They clean the tank out at least 3 weeks ago and vinegar water. I get it home and the rock is wet below the top 1/4 inch how could I make sure there is no mold or for that matter anything else harmful to my fish? I can't see anything and I am going to spread it out so that it will dry.

Scrub it with a brush and hot water. If you really want to take all precautions, soak it in a bucket of water with bleach overnight. Rinse well and use dechlorinator.

lets see water boils at 212 so 250 for a half hour

Just let it sit in the hot water overnight, I use a old cooler for stuff like this and it keeps the water hot all night and is still warm in the morning.
Too many fish, to little space.
