Don't understand the need for the tubing in a deisgn such as this. If the power fails the water will only drain to the bottom of the "L" Shaped Tubing. You shouldn't loose prime in the Siphon Tube. I would think having the tube would only lead to problems, as if you loose prime you may overflow the main tank.
The little tube is for getting the siphon going in the first place, not after each power failure. Generally you put a check valve there so that air can't get back in. It scares me. I'd be more inclined to just stick an airhose up into an unadulterated U-tube and suck the air out to start the siphon in the first place (or the painful effort of filling the tube with water and then inserting it, without losing any of the water). I believe some people hook that little line up to the venturi of a powerhead, so even if it does leak some air back in it'll get sucked out when power comes on? I dunno though, I've never used one.
